It probably depends on what version of PHPBB you have installed.
Most versions of PHPBB's viewtopic.php script have a well known security vulnerability. The vulnerability even made it to the US Dept. of Homeland Security website - http://www.kb.cert.org/vuls/id/497400 For PHPBB versions that were affected - and those which are "clean" - see http://www.securityfocus.com/bid/14086 which was updated in February.
