The first thing to do is to optimize the images, reduce the number of colours and dpi and increase the compression until you get the smallest image size at a reasonable image quality.
I find for jpgs that 100dpi at 20% compression works well. As for slicing the image, there are some specialized tools around, but some are also available as plugins. A good free image editor is GIMP - http://www.gimp.org/ Linux users of GIMP can use the Perlotine plgin to slice images - there's a tutorial at http://www.gimp.org/tutorials/Perlotine/ Windows users have to download Webotine from http://registry.gimp.org/plugin?id=2821 and copy it to the GIMPsharescripts directory. Once an image is opened you can find Webotine in the Script-FU > Web menu. Apart from change in menu postion the tutorial works for that too. Another good freebee is Coffeecup's Image slicer.
