HTML documents are plain text files so you can create them using whatever you want on your own computer. Everything from Notepad to the $400 Dreamweaver suite will work - use whatever you find easiest.

For a WYSIWYG editor I like FrontPage or the free NVU from http://www.nvu.com

Once you've created the page just upload it using FTP or WebFTP - http://www.tripod.lycos.co.uk/build/webftp/
